DISCUSSION WITH POSTAL BOARD AGAIN FAILED

DEPARTMENT ADAMANT ON IMPLEMENTING McKINSEY RECOMMENDATIONS

CENTRAL JCA DECIDES TO GO AHEAD WITH THE STRIKE

The third round of discussion held with the Postal Board today (27.06.2011) at 3 PM also failed due to the adamant position taken by the Department. Ms. Radhika Doraiswamy, Secretary, Department of Posts, Sri. P. K. Giopinath, Member (Personnel), Mrs. Manjula Parashar, Member (Operations), Sri. Kamaleshwar Prasad, Member (HR) and other Senior Officers were present. Staff side was represented by Secretary Generals, NFPE, FNPO and other General Secretaries.

Immediately on commencement of the meeting the Staff Side expressed its strong resentment and protest against the decision of the Department to go ahead with the Mckinsey recommendations regarding Mail Network Optimisation Project. The Staff side demanded that the aleady failed experiment of speed post hubs should be withdrawn immediately and the decision to implement first class mails hubs and delivery hubs and closure/merger of offices should be dropped. After heated discussion for about two hours no consensus could be arrived on this important agenda of the Charter of Demands. Hence meeting ended with disagreement.

The Central JCA met after the discussion with Postal Board and took the following decisions: -

1. The JCA unanimously decided to go ahead with the strike decision.

<!--[if !supportLists]-->3. <!--[endif]-->The indefinite strike shall commence at 6 AM on 05.07.2011

<!--[if !supportLists]-->4. <!--[endif]-->100% strike should be ensured in all Branches/Divisions and Circles.

<!--[if !supportLists]-->5. <!--[endif]-->Strike shall not be withdrawn unless and until result – oriented settlement is reached on important items of Charter of Demands.

Filing of Income tax Return for the Assessment Year 2011-12

Salaried Taxpayers with total Income up to Rs.5 lakh Exempted from filing Income Tax Return for Assessment Year 2011-12

The Central Board of Direct Taxes has notified the scheme exempting salaried taxpayers with total income up to Rs.5 lakh from filing income tax return for assessment year 2011-12, which will be due on July 31, 2011.

Individuals having total income up to Rs.5,00,000 for FY 2010-11, after allowable deductions, consisting of salary from a single employer and interest income from deposits in a saving bank account up to Rs.10,000 are not required to file their income tax return. Such individuals must report their Permanent Account Number (PAN) and the entire income from bank interest to their employer, pay the entire tax by way of deduction of tax at source, and obtain a certificate of tax deduction in Form No.16.

Persons receiving salary from more than one employer, having income from sources other than salary and interest income from a savings bank account, or having refund claims shall not be covered under the scheme.

The scheme shall also not be applicable in cases wherein notices are issued for filing the income tax return under section 142(1) or section 148 or section 153A or section 153C of the Income Tax Act 1961.

Note :-1) Regarding the Indefinite Strike wef 5.7.2011 a General body meeting will be held on 25.6.2011 ( Saturday) at 6 O'clock evening in the premises of Sambalpur H.O.Campus. The NFPE speaker Com.R.N.Dhal and Circle President Com.K.C.Pattanaik will preside the meeting . All the employees of Postal and RMS are requested to attend the meeting.

Post Offices will be closed and a Company will rule,

'People earning up to Rs 5 lakh need not file IT return'

New Delhi, May 31 (PTI) As many as 85 lakh salaried tax payers with an annual income of up to Rs 5 lakh will not have to file income-tax return from now onwards, a finance ministry official said.

"No income-tax returns would be required for salaried persons earning up to Rs 5 lakh per annum. We would notify this in first week of June," outgoing Chairman of Central Board of Direct Taxes Sudhir Chandra told reporters here.

The scheme would be applicable from assessment year 2011-12 onwards.

TO SERVE STRIKE NOTICE ON 14TH JUNE 2011

INDEFINITE STRIKE WILL COMMENCE FROM 5^TH JULY 2011

The Central JCA comprising NFPE, FNPO and GDS Unions has decided to serve the notice for the Indefinite strike to Secretary, Department of Posts, on 14^th June 2011. The Indefinite Strike will commence on 5^th July 2011. Copy of the strike notice will served to all Chief PMGs, PMGs and Divisional Superintendents after conducting massive demonstrations. All are requested to make the programme a grand success. Copy of the strike notice will be exhibited on 6^th June in all the Websites. Central JCA leaders are meeting at Delhi on 06.06.2011 at 11:00 AM

Likely Dearness Allowance for July 2011 for Central Employees

Though it is very early to predict the D.A. for July 2011 at this point of time, we are being flooded by queries in this relation. It may be realized that D.A. is complete based on arithmetical calculation on All India CPI (IW) (Base 2001=100), the data for the entire six months is required to calculate the installment of D.A. payable. The labour bureau has released the figure for Jan, Feb and March as 188, 185 and 185 respectively. We are yet to know the figures of April, May and June. If we assume that there is no further increase or decrease in the numbers {maintains the current level for the next 3 months}, the D. A will be 7% from July 2011. It is again reminded that it is only an assumption, the correct figure will be uploaded as soon as data available.

REVISED VACANCY POSITION OF GROUP-B EXAMINATION

As per the directions of the Hon'ble CAT Chandigarh Bench, Directorate has issued orders on 27.05.2011 revising the vacancy position for PS Group B Examination held on 29.05.2011. The revised vacancy position is as follows:

The number of vacancies for IPO line officials came down to 3 from 32 announced earlier while the vacancy for general line officials went up to 25 from 10 announced earlier.
