About future Pay Commission

About  Central Pay Commission
       Unlike the private sector, the Government does not give yearly pay hikes to its employees. Instead, it gives out dearness allowance twice a year to compensate for the rise in prices. The periodic pay commission helps to adjust Government Salaries to market benchmarks. However the windfall gain that the government employees receive following pay commissions awards may not be forth coming when the next pay panel is appointed. The Government is examining a recommendation to implement pay commissions awards prospectively on the line of finance commission award as large arrears throw both centre and states finance disarray. Pay commissions are usually set up at 10 years intervals. The 6th CPC gave its recommendation in March-2008 recommending salary hike in the range of 20% to 40% in the salaries of the Government employees. It is under consideration of the finance ministry that the next pay commission report may be  implemented prospectively in lieu of its retrospective implementation as implementation of pay commissions had adverse impact on both centre and states finances and many state government had expressed concerned on the issue of arrears. The 13th Finance Commission said in its report that “while many reforms can and should be contemplated to end this self-inflicted distortion, one action that could be taken immediately is that of making pay award commence from the date on which the recommendations of future pay commissions are accepted by the Government”. The Finance Commission had said if the centre implemented pay awards prospectively it would also give state governments time their awards in a way that the need for arrears does not arise. If finance commissions are able to present their-governmental recommendations without any need for retrospective fiscal transactions , then the same should be possible in the case of pay commissions as well, the commission has reasoned in its report.

    To save itself from a larger fiscal trouble, the central Government disbursed the arrears in two installments,40% in 2008-09 and 60% in 2009-10.The arrear contributed significantly to the centre overshooting its target in 2008-09 ending the year with a fiscal deficit of 6% of GDP against 2.5% budgeted.

    Therefore, if the consideration on the matter is made  final, then there will be no pay commission arrears in future.

orders regarding Posting in Single/Double Handed Offices

POSTING OF SUB POSTMASTERS IN SINGLE HANDED AND DOUBLE HANDED SUB POST OFFICE –REG.

 D.G. Posts No. 37-56/2008-SPB.II dated 15 July, 2011. (Addressed to CPMG UP Circle and copy to all recognized Service Unions/Federations)

            I am directed to refer to yours suggestion that instructions similar to those already issued by the Circler may be issued at the level of the Directorate to the effect that the officials who are about to retire should not be given full fledged independent charge at least six months before their retirement in any single or double handed post office in order to frauds.

2.         The proposal of the Circle has been examined by the Competent Authority. Reports were called for from the Postal Circles and examined. It has been observed from the reports of the Circles that number of frauds committed by officials who are due to retire in six months is very minimal.

3          In view of the above , it has been decided not to put the condition that the officials due to retire should not be given full fledged independent charge of Sub Postmaster (SPM) of single handed and double handed Post Offices at least six months before their retirement . However, the Divisional Superintendent should satisfy himself that the official has a clear service record with no past involvement of any kind in fraud cases etc. and that he is a person of probity and has the required competence to provide quality service. The integrity of the system should not be compromised under any condition.

Let us think

Dear Comrades,
As you know, consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011. Though some positive settlements are reached on major items of the Charter of demands, some items were agreed to be discussed further. Some items have been agreed to be finalized before 31.07.2011 or 31.08.2011.  The mail arrangements and formation of L 1 and L2 hubs are subject to review by a committee in which both the Secretary Generals of NEPE and FNPO are members. Discussion on GDS issues were not satisfactory with the reply  that Govt. level discussion is required to take a view on granting status of Central Govt. employees to GDS. Similarly restoration of  GDS Conduct & Employment Rules  was not agreed to and enhancement of bonus ceiling for GDS was replied to  be taken up once again  with Ministry of Finance. All postmen related issues will be finalized before 31.07.2011. Cadre Review proposals have been assured to be finalized before 31.08.2011. Thus, the decision and discussion on many important issues are not at all satisfactory except  a mutual understanding in between the Official Side and Staff Side to defer the indefinite strike.
So now, we have a month or two in our hands for adopting wait and watch policy to observe  the attitude of the Department and see  if the assurances given this time will actually be implemented in real sense within the time frame given or the same will remain as assurances only killing time on the plea of some reasons or other.  Should we do something during this period or sit silently ? If we sit silently we may not achieve anything for the logic  that a sleeping lion catches no deer. On the other hand, a running fox is better than a sleeping lion. We should not think that the struggle is over. The Mckinsey, the PFRDA Bill, the Post Office Bill, 2011 to amend Indian Post Office Act, 1898 with an aim to open the letter mail segment to private sector   etc are  still there over our heads like the sword of Damocles. The Confederation of Central Govt. Employees  & Workers  has already appealed the prime Minister of India  to withdraw the PFRDA Bill  from the Parliament both in the interest of the Civil Servants and the exchequer ? Similar work is barely necessary for Mckinsey and Post Office Bill, 2011. It is also our common responsibility to analyze and see if acceptance of Mckinsey dictated policies will anyway benefit the postal employees in particular and the citizen of India in general or it is meant for any definite purpose for pushing this venerable Department towards privatization. We have also to determine if the proposed amendment to Indian Post Office Act, 1898 is going to benefit some private companies or the common citizens of India and the employees of India Post as well.
It is needless to say that the Postal Board was compelled recently to have a series of discussion with the Staff Side to set aside the proposed Indefinite Strike from 05.07.2011 only due to our unity we showed in the nick of time through the Central J C A. Those unions and associations who have not yet joined with the Central J C A should now think twice before taking a final decision since there is no substitute to united struggle.  One platform is barely necessary for  our present struggle so that the members of all cadres and all wings can work in consonance with each other.  Team spirit and team work  is the need of the hour.
Comrades ! Time is very short. Let’s not sit silently and do something  to get rid of the situation. Action always speaks louder than voice. The shortest answer to all questions is doing.   So we should trust only movements since life happens at the level of events, not of words.  We should be taught not to wait for inspiration to start a thing.  Action always generates inspiration.  Inspiration seldom generates action. Small deeds done are better than great deeds planned. Thus, the smallest contribution of each individual employee can certainly make a definite difference to the struggle movement now in operation by the Central J C A to save India and India Post. People may doubt what you say, but they will believe what you do. We cannot do everything at once,  but  we can do something at once. 
Won’t you try a little without sitting silently to take ahead the struggle programmes of the Central J C A ?

Special Recruitment Drive to fill up SC, ST, OBC & PWD Post

Government Launches Drive to fill up Vacant Posts of SCs/STs/OBCs/PWDs:

The Government has launched a drive to fulfil the backlog vacancies of Scheduled Castes, Scheduled Tribes and OBCs and Persons with Disabilities. This is following a review of the vacancy position in these categories by the Union Minister of State for Personnel, Public Grievances & Pension, Shri V. Narayansamy recently. All Ministries/Departments have been directed to fill up all the vacant posts in these categories by March 31, 2012.
 
The Government has been concerned about non-filling up of large number of backlog vacancies reserved for SCs/STs/OBCs/PWDs. Therefore, two Special Recruitment Drives – one for SCs, STs and OBCs another for PWDs were launched in 2008 and 2009 respectively. The Drives enabled various offices to fill up about 26750 backlog vacancies but large number of such vacancies are remaining to be filled up.

Expected DA from 1st of July-2011


Calculations are on amongst the central government employees regarding the additional Dearness Allowance from July, 2011 to be announced soon. There will be no change in the 7% DA unless a huge change takes place in the month of June AICPIN (i.e. if the AICPIN falls below 180 points or increase above 195, a change of DA can take place, but chances are very remote.) AICPIN now stands at 187.Surprisingly, some employees are eager to know if the DA crosses 100%, whether it will merge with the basic pay or not.There is no such recommendations by the 6th CPC.The allowances only will be increased by another 25%, every time the DA crosses 50%.
As of now, the important increase in the allowance is Children Education Allowance and Hostel Subsidy. It has increased from Rs.12000 to Rs.15000 from 1.1.2011. This will be increase upto Rs.18750 after the DA crosses 100% and some other allowances also will be enhanced by 25% from the existing rates.

                The Divisional JCA Red Salutes to the Central JCA Leaders to compell the Government for negotiation.The Divisional JCA,Sambalpur also thanks all its members for their whole-hearted support in making a stronger preparation through the opposition they have encountered and the courage with which they have  maintained the struggle programme against overwhelming odds  for the proposed strike which ultimately adds to the above success.

              All union members are requested to open their offices as usual.

INDEFINITE STRIKE FROM 5TH JULY DEFERRED
Consequent on the settlement reached between Secretary, Department of Posts and the Staff Side the Central JCA unanimously decided to defer the indefinite strike from 5th July 2011. Positive settlement is reached on major items of the Charter of demands. Gist of the settlement reached on all items of the Charter of demands will be published soon. We have made it clear to the Postal Board that if any violation of the assurances take place, or if orders on the agreed items are not issued without any delay, the Central JCA will commence indefinite strike without any further notice. We have not called off the strike. STRIKE STANDS DEFERRED. WE SHALL ALWAYS BE VIGILANT. Hectic and elaborate discussions took place with the Postal Board on 6th, 7th, 27th, 28th, 29th, 30th June 2011 and on 1st July 2011. Secretary Generals and All General Secretaries participated in the discussion.
Central JCA salutes and congratulates all the Circle/Divisional/Branch Secretaries and the entirety of Postal and RMS employees including Gramin Dak Sevaks for the mobilization made by them for the successful implementation of the strike. It is only because of the determination and courage of the grass root level workers the Postal Board is compelled to come for a settlement.

NO SETTLEMENT
Today (30.06.2011) Secretary, Department of Posts, held another round of discussion with Central JCA Leaders. The Secretary level discussion was restricted to the Mail Network Optimization Project (MNOP) and lasted for one hour only. No settlement could be reached on the first item of the Charter of demands i.e; implemental of Speed Post hubs, 1st Class Mails hubs and delivery hubs. The staff side demanded the Secretary, Department of Posts, to have full fledged discussion on all items of the charter of demands including the first item.
 
            Yesterday (29.06.2011) there was a discussion with Member (Operations) on the same subject. No consensus could be reached in that meeting also. The Central JCA decided unanimously to intensify the strike preparations and ensure 100% participation of the employees in the indefinite strike. The entire Postal and RMS offices shall remain closed from 5th July 2011.
 
           The Central JCA call further calls upon on all Circle/Divisional/Branch Secretaries to organize protest demonstration in front of all offices on all days from 1st July 2011.
